Voiceover (Frodo): "What must I do?"
Frodo is apparently still in Bag End; the reply is taken from a later scene.

Voiceover (Gandalf): "The Ring must be destroyed." At the Council of Elrond.

The music swells, dramatic minor key melody with lots of violins and horns, natch.

Frodo places the ring on a pedestal at the Council of Elrond.

Voiceover (Elrond): "The Ring must be cast back into the fires of Mt. Doom."

A dark rider overlooks the lands of middle-earth. This is probably either when the rider first arrives in the Shire and talks to the Old Gaffer or in pursuit of the Hobbits after they leave.

Voiceover (possible Saruman): "Sauron's forces are already movingÉ.they will find the Ring and kill the one who carries it."
We believe this voiceover is Saruman at Orthanc, trying to convince Gandalf to reveal the location of the Ring.
