are observed in some detail from time to time, but we never see their innermost thoughts (except possibly for Aragorn's moments of self-doubt at Parth Galen) in the way that we do with the hobbits, especially Sam.  And we see the entire end of the quest through Sam's eyes.  Surely this is what Belegaran means by saying Sam is more "well drawn". Our prayers aren't always answered the way we intended.  Sometimes Eru has a better idea.
