Apparently cows are more important than dogs, and dogs more than giants. Characters and places of importance have lots of names. I'd guess that the cow rates above the dog because she gives milk, and thus helps support the farm. Garm's speaking ability is, I think, an expression of the special relationship between dogs and their masters (and people in general). I used to have a dog, and he certainly talked to me! The early bird may get the worm, but the second mouse gets the cheese in the trap.
