In a medieval society, who will take up the defense of the country, if not the country's own people. I'm not sure why you think this is not a good thing?

Yes, it does seem that Tolkien has reflected upon the value of Comitatus, as expressed in old texts. I can recall at least 3 references to Oath - the Rohirrim, the Army of the Dead, and Faramir & Co (although the last one can be debated).
