don't actually apply. Celegorm's servants are Noldorin Elves-Thingol found out
about the kinslaying and ordered all Sindar to ignore the Sons of Feanor and to
an exent the children of Fingolfin as well.
Eol was Sindar as well, despite not really recognizing Thingol's rule
(grudgingly) and could be considered dark-hearted, though not entirely evil.
The Laiquendi Green Elves are more akin to the Silvan.
Also, Elves can commit crimes too-if they can get drunk, what else might they
do? Shoot the King's deer?
Thranduil lives without a Ring of Power or super great warrriors to help him-
the Easterlings often raided the Northmen homes near his realm and perhaps
would be captured roving in the woods.
Also, the Raft-Elves and the Dale-Men are traders. Where there's trade, there's
crime and corruption (think of the
Master).
There is but one task remaining in Arda-we,the Dragons of Valinor will make it happen.
