No, I'm not serious - wine cellars wouldn't need a guard with keys (a butler would serve that function).

One hopes they'd cleaned out Gollum's one; he doesn't strike me as quite housetrained.

A good question, Curious. I wonder how much use these cells get? Is being the guard a fulltime job or a sinecure? What does he do when they don't have Dwarves to imprison?

Your suggestion of outlaws seems reasonable. Or perhaps these Elves aren't above a bit of petty theft or brawling, and spend the odd night in the cells.
