It is unclear to what extent Gandalf the White is more than just a man.
Earlier Gandalf the Grey was more vulnerable because he was, like the other
Istari, a Maia fused to a physical body. The white wizard is also in a
physical form, but shows signs of not being so locked into the limitations of
other Men. I would suspect he could have overcome the effects if he had
fought the Witch-king once he has been reborn in a stronger
form.
But to Sam the evening deepened to darkness as he stood at the Haven; and as he looked at the grey sea he saw only a shadow on the waters that was soon lost in the West. There still he stood far into the night, hearing only the sigh and murmur of the waves on the shores of Middle-earth, and the sound of them sank deep into his heart. Beside him stood Merry and Pippin, and they were silent.
