There was no real problem with other people handling the Ring briefly.
Gandalf picks it up off the hearth after pulling it out of the fire, to hand to
Frodo. Bombadil plays with it, too, though he's a special case, of
course. So none of the Wise would be afraid to touch the Ring to put it
on a chain for Frodo. It was the posessive TAKING of the Ring which had
far greater consequences.
I believe the Appendices state somewhere that Elladan and Elrohir
remain in Rivendell for a while after Elrond and the rest leave
Middle-Earth. It might not say anywhere whether they ever left for
Valinor or
not.
