Harad, but presumably not to the extent it influenced Westron, in Elendil's
kingdom. On the other hand, note that when the orcs looked for a common
language, they, too, spoke Westron, which was more successful even than
Sauron's own Black Speech. If even Sauron's orcs speak Westron, it is
possible his diverse human armies used it as a common language as
well.
