I agree that Grace is given them, sufficient to accomplish the task. But
because they don't know where it comes from, neither do we. Grace is funny like
that. Anything could be an instrument of Grace, from Eru down to Manwe to
Gandalf or Galadriel. It could be argued that in a few minutes even Smeagol
becomes an instrument of Grace (unwittingly). My personal bias is toward
Gandalf in this instance, because he's on the spot, more present and attuned to
both the immediate situation and Frodo than the
Valar.
