they mess up.
That's why they send the Istari - they (finally) realised that they just can't
keep trying to do things themselves, they're too far removed from the Children
of Illuvitar to handle it correctly.
I find it difficult to believe that at this last, crucial moment in the history
of Middle-earth vs the Dark Powers manwe and co. would actually manage to do
something right.
Personally, I put it down to either a direct intervention from Eru (of a fairly
non-obvious vareity, kind of like a quick caffeine-kick) or just some
realisation on both their behalfs that they have to move
now.
