Valinor: Legolas goes but Arwen can't?
Message:

Does anyone know the answer to this seeming contradiction, or is it just a slight inconsistency in Tolkien's books?  In the appendices, in the tale of Aragorn and Arwen, she says at the moment before Aragorn's death, "There is now no ship that would bear me hence [to Valinor], whether I will or nill return."  However later in that same appendix, it tells that "when King Elessar gave up his life, Legolas followed at last the desire of his heart and sailed over Sea."  And he took Gimli with him, and even later than him Celebrimbor left middle earth as is told at the beginning of the FotR, the last of the elves to leave.   And elsewhere it is told that Círdan waited at the Grey Havens until the last elf left middle-earth.  So why would Arwen make such a comment, that there were no longer ships to bear her westward at the time of Aragorn's death?
