I agree with others who have said that Aragorn is waiting for the time to be
right before he makes his claim, and I will add this: I suspect he
already has some idea what Gandalf is going to say at the council, and he wants
everyone else to feel free to make their own decision about how to
respond. If he makes his claim at this time, many will feel compelled to
follow him as their king on a suicidal mission. He wants them to be free
to make that choice without the compulsion of a formally declared king.
Many make their decisions on the basis of their relationship with Aragorn
anyway (Imrahil is a notable example) but they are not formally required to do
so (e.g. by oaths of fealty). It says something for Aragorn that he wants
them to have this freedom to decide. He will not lead unwilling men on a
suicide mission.
