As for the possiblities of civil war in Gondor...

I think that Aragorn, remembering the mind of Boromir when they first met ("Gondor has/needs no King") realizes that there are people of like mind in Gondor, who see that Denethor was their 'king' so to speak before his death, and that Faramir will be their leader when all is said and done.

Perhaps he wanted to 'test the waters' first, to see how he would be received.
