Gimli and Legolas' discussion was not merely to show the differences between
the races, but to also show how much each race can contribute. The races
have really remained isolated from each other, each tending to their own
realms, and having limited contact with the others. I always thought
Tolkien's main point here was to highlight the fact that Gondor was like an
island, you know, only worring about itself and caring little about the other
parts of the world and the people that live in them. Here we learn that
contributions from other races could have made Gondor a much more splendid
place. It's part of the overall theme in the book of unity, coming
together for a common cause, helping each other out, etc....and just highlights
the fact that up until now Gondor (and other realms) had not cared to do
this.
