Sam says later he should have listened to his heart instead of his head. He
feels inside something isn't right-- that Frodo hasn't left him. Maybe that's
why he talked to Frodo as if he was alive... because something inside of Sam, a
little spot inside, knew Frodo hadn't really left him despite what his eyes and
ears were telling him. That's why he's so hard on himself later-- that he
didn't follow his heart.
Most hobbits just aren't vengeful. Sam while maybe carrying a grudge against as
few isn't one to seek revenge-- Not even against someone who has betrayed the
one he loved
most.
