And...while it was not Gandalf's mission to influence other's thoughts that doesn't mean he couldn't, wouldn't or can't do it (which I think you agree with me on this also). In Bag End, Gandalf told Frodo he could "make" Frodo try break the ring (but it would destroy Frodo in the process). Why would we be privy to this tidbit of information unless we need know exactly how influential Gandalf's powers are? 

As to what difference it would have made if Aragorn had not found the brooch...I think you are missing the point completely. Aragorn's finding the brooch is very important later. The symbolic act of giving to Pippin  'what's lost is found again' I feel is central to that line of the story.
