and actions seems to me to be elevating him above his station as a Maia.
Frodo hears a distinct other voice in his mind; he isn't given the thought or
vision of himself removing the ring, and then find his hands moving of their
own accord. That's happened before, and we know who was doing it.
Besides, if Gandalf had sent the visions, "Fool of a Took" would have been part
of it somehow.
