was supposed to have existed before the Elves came to Arda. So maybe he was some type of 'creation spirit' who was formed with ME. But Fangorn said somewhere that the Elves 'woke them up' and changed them from trees to Ents, so Fangorn may have been a tree before the Elves arrived, but he wouldn't have become an Ent until the Elves found him and taught him speech. So I'm guessing Tom is the elder of the two.

In the place of a Dark Lord you would have a Queen! Beautiful as the dawn yet terrible as the lightning! All shall love me and despair!
