...it was a combination of two things: She was a very powerful person,
the greatest of the Noldor still remaining in Middle-earth, and the deceit of
the Ring, which Tolkien said filled the minds of those who desired it with
notions that they could wield it when in fact they could not. All part of
its efforts to return to Sauron, for anyone who tried to use it would
ultimately fail, and so long as Sauron survived, the Ring would get back to
him. If he did not, then the Ring itself would win by mastering the
person who had dared to use it. So I tend to think that what made her
believe she could use it was her own desire for the Ring's power, and the
corrupting and deceitful nature of the Ring
itself.
