. . . if Sauron had truly been a free agent, Tolkien implies that he would have
gone to Aman after the War of Wrath and accepted the judgment of the
Valar. Instead, his terrible oaths bound him to Morgoth, and I do believe
that all of his actions were in furtherance of Morgoth's will, whether he told
himself that or not. (Just as Saruman acted as Sauron's agent, whether he
told himself that or
not.)
