control minds, it tricks them.
We might guess (call this a Utterly Unsupported Theory)
that Sauron, saner than Morgoth and falling through a wish to make things
orderly, would have been less than happy with Morgoth's nilhistic
madness. We might imagine that his goal was not so much to revive the
good old Morgoth, but to encompass the power of Morgoth and weild it as the
ruling intelligence of the
Shadow.
