also could work against "the forces of good".  The men of Rohan and Gondor could also run in fear from the Shadowhost, allowing the orcs to win the battle of Pellanor fields.  The Shadowhost scares away the enemies holding the ships, but the men chained to the oars could not run away.  After the Shadowhost "flows" over the ships, then Aragorn sends some Duneduin to each ship to comfort the humans left there. 
   I agree with NZ Strider's answer, I think that is the best way to answer the question (and also demonstrates more of the complexity of Aragorn's character that Tolkien sprinkled throughout all of the books), but I did not want to mention my feeling that terror is a two edged weapon!
