...simply a feeling on Cirdan's part of, "Nope, not the one." If the
right one had never showed up, he probably would have kept Narya, but I have a
feeling he wasn't actually LOOKING for someone to give it to, but was suddenly
moved upon meeting the last of the messengers to realize that here was someone
who COULD make better use of it than he. Perhaps a nudge from the Valar
or Eru, perhaps his own skill at seeing and perceiving that was supposedly
greater than any of the Eldar in ME at that
time.
