...Cirdan gave Narya to Gandalf. Instead of seeing Saruman as not to be
trusted, he simply saw that Narya would enhance Gandalf's natural ability
more. In fact, perhaps Cirdan acknowldeged Saruman as the leader of the
Istari, and as such, he was not in need of outside help. His inate
strengths would not have been augmented by Narya.
(That said, I can't help but feel that somehow Cirdan believed, or had
foresight, that in the end, Gandalf would be the one to
succeed).
