Mostly because most horse breeds I'm familiar with are not bred for the colour. It's not as in dog or cat breeding, luckily.

And to be honest, I don't think Tolkien really knew a hole lot about horses. Although I think he knew what a pony looked like (and it doesn't look like the movie-Bill ;-) )
